Originally from Clonmel, Co. Tipperary, Frank graduated from University College, Cork with a BA in Gaeilge and Geography in 2000, a H. Dip. in Ed. in 2001 and from the University of Ulster with an M.Ed. (Leadership and Management) in 2012. His thesis, The Moral Imperative of Using Effective Motion Leadership to Transform the Classroom, was inspired by the writings of Prof. Michael Fullan and Prof. Etienne Wenger.
An educator with comprehensive experience of CPD provision, organisational and instructional leadership, financial oversight, change management, journalism and broadcasting, Frank has tutored at 3rd level, was a Member of the Governing Body of UCC and served as President of UCC Students’ Union.
As a teacher, Frank worked as an Assistant Examiner for the SEC, as a Local Facilitator for the PDST, was the School Self-Evaluation Co-Ordinator and NQT Mentor for his school and also served as Head of Department. In addition, he founded and chaired a Timetable Restructuring Committee in his school to deliver optimum subject spread and quantum for students. He completed the ASIST course, trained various rugby teams and organised school tours abroad.
Frank is passionate about curriculum and assessment reform, learner empowerment, capacity-building and distributed leadership.
He is currently on secondment from his teaching position as a Subject Advisor (Gaeilge) to the Junior Cycle for Teachers (JCT), a Department of Education & Skills Support Service, which provides CPD support for school leaders and teachers as they plan and implement strategies and practices to adopt the Framework for Junior Cycle (2015) in schools. In cooperation with his subject specialist team, he designs and delivers CPD and resources, and facilitates schools’ development of learning, teaching and assessment.
He is also an Associate Lecturer with the School of Education at Ulster University.
He founded Ireland’s first and only think-tank on education – ChangED – in March 2016.
